Our Principal Mr Mark Daly was interviewed by Ming Pao to comment on the HKSAR Government’s proposal to increase the maximum sentence for sedition from 2 years to 10 years.
Mr Daly was of the view that the aforesaid legislative proposal is inconsistent with the “Johannesburg Principles” – the international standard on balancing national security considerations with safeguards on freedom of expression, where it is stipulated that the State should only prohibit speeches inciting violence. Mr Daly also noted that the UN Human Rights Committee has also recommended Hong Kong to repeal its sedition offence.
